Extra Blackheath pool visits cost council

More than 200 extra people through the gate of Blackheath pool in summer has failed to offset costs, with every additional visit costing the council $82.

Community lobbying saw the pool opened for extended hours over the 2010/11 season and a review to be presented to Blue Mountains City Council (BMCC) on June 28 states 6421 visits were recorded at the pool from January to March of this year compared to 6211 during the same period in 2010.

The month of December was not counted for comparison as the pool opened three weeks late due to construction of a new balance tank and did not operate for the full month.

But only "small numbers" of people made use of the extended hours, the council report states.

"There were no employment-savings realised through the three week delay in opening as the staff had already been recruited and were required to prepare the site to open," the report said.

"There were no significant additional revenues received to offset the additional costs.

"As a result of the additional staffing costs, the cost per additional visit for the 2010/11 season has been calculated at $82 per person."

The report recommends councillors vote to switch the pool back to its former opening hours, which would see it close between 10am and 3pm on school days and open three hours later on weekends and public holidays, saving about $17,500.

Councillors will decide on the opening hours at the June 28 meeting.

BMCC's Service Review Project is underway. All pools - & other Council services - are due to be assessed.

Stats quoted are drawn from the latest BMCC Business Paper. This formula is NOT applied elsewhere. And their validity is questionable.

They speak to a mindset of "user pays", rather than "public service". Pools (& parks & libraries & footpaths & a plethora of other facilities) are Council's responsibility to *provide* to the community. NOT to turn a profit.

Every service & facility is "underwritten" by Council, yet only Blackheath Pool cops the absurd "cost per visit" formula.

More than 200 more people through the gates of Blackheath Pool last season, given that it was one of the worst summers in years, is an excellent reason to continue full day opening. How will usage build up if the opening hours vary each year so that people are always confused about whether it is open? A commitment was made to the pool by BMCC when it took the decision to develop it, don't let that money be wasted by not giving it a chance now.

Wet weather pushes down patronage at any outdoor facility. But this is NOT taken into account assessing Blackheath Pool patronage in this report. However, sad summer weather aside, February patronage vastly INCREASED over the previous year, the bulk of that was middle-of-the-day visits. Consider these statistics... in 2010 there were 706 individual February visits, in 2011 3099! That’s a more-than-400% increase. And this AFTER the school holidays. You couldn’t ask for better! But this too is missing from the report.

I find it bewildering how a council could invest so much money in one of it's assets but on the other hand seem so determine to see it fail. I know of no other local government body that sabotages itself on a regular basis as this council does with the treatment of Blackheath pool. Council should be promoting the pool and the park not trying to hamper it at every turn. I fail to understand how BMCC hope to achieve child friendly status with this type of action.

As Emeritus Prof. Ian Lowe* stated in January on Radio National “...this is the strongest La Nina ever recorded”.

In the upper mountains, December 2010 was the wettest in 15 years, and the trend continued across the season with 19 rain days in January, 16 rain days in February, and 22 rain days in March. Contrary to report last season was a remarkable SUCCESS given weather!

It may have been wet, but it was also warm. For the record – this unheated, outdoor pool was warm & pleasant – peaking at 29 degrees on February 1st. It can’t be emphasised too often that Blackheath Pool is NOT COLD!

Stop discriminating against Blackeath Pool and the residents using it !

I request BMCC to be fair and apply the same rules / opening hours/ cuts to all other BMCC Pools in the Mountains It is time to stop to single out Blackheath pool unfairly.

Blackheath Pool is a jewel in the crown of Blue Mountains which more people need to be made aware of.

I do hope that the councillors are aware that this pool is an assett to our community.

Perhaps this article will help promote public interest and awareness of this fantastic venue.

Any publicity is good publicity.

The value of the pool to the community must be counted in more ways than in money. What about social capital, entertainment for bored teenagers, local activity for families, an affordable outing for many, exercise for all ages, saving on petrol, road usage on a crowded highway, keeping people in our community etc etc.?
