The family of slain Lindt Cafe hostage Katrina Dawson have said a psychiatrist who played a pivotal role in the fatal siege response should never be allowed to influence police again.
Ms Dawson's grieving family also believe two senior police officers responsible for calling the shots on December 15 and 16, 2014, should have attracted harsher criticism.
Almost a week after state coroner Michael Barnes handed down his findings into the deadly Martin Place siege, submissions from those intrinsically involved or severely impacted have been released.
Echoing one of the coroner's key findings, the Dawson family was scathing of the psychiatrist who advised the police commanders and negotiators throughout the 18-hour siege.
The psychiatrist's assessment of Man Haron Monis and the climate inside the cafe was relied upon by the senior police responsible for deciding when and if tactical police should storm the cafe.
"It should be stated at the outset that it is the very firm position of the Dawson Family that the [psychiatrist] should never again be in a position to influence police decision making," the family stated in its submission.
The psychiatrist, who can't be identified, had labelled gunman Man Monis' behaviour "grandstanding" and assessed the stronghold as "settling" at 1.50am. This was 23 minutes before cafe manager Tori Johnson was ordered to his knees and executed.
The Dawson family submitted the reliance on a psychiatrist who "erroneously" held himself out as a terrorism expert had a detrimental effect on the siege response from the outset.
Mr Johnson's family were equally critical, saying the psychiatrist was dangerous in his assessment of the stronghold when he didn't have all the relevant information.
The consultant psychiatrist stated in his own submission, released on Monday, that while he "held no rank, gave no orders, and did nothing less than what was required of a psychiatrist", his advice had a necessary "overlap" with negotiation strategy.
He defended his view that there was "conclusive evidence" Monis was not a terrorist, namely Monis' methods.
The Dawson family also submitted that NSW Police Assistant Commissioners Mark Jenkins and Mark Murdoch should have adverse findings made against them for failing to approve a deliberate action plan.
Mr Johnson's partner Thomas Zinn told Four Corners on Monday night that he questioned whether Mr Jenkins and the forward police commander in charge when the siege ended should have kept their roles.
"Under the benefit of hindsight throughout the inquest they have proven that they didn't understand the consequences of their actions" Mr Zinn said.
In a separate submission, former police commissioner Andrew Scipione said if police were to intervene in terrorist sieges earlier, law reform would be needed to protect officers from criminal and civil liabilities.
The Commonwealth agreed with other parties that police may have to turn to a DA assault early in an attack.
But it also argued that it was "regrettably, easy to envisage many circumstances" in which police should not conduct an emergency entry, even when a person had been killed.
It outlined a scenario in which a hostage taker has killed one hostage and announced they would kill another every hour.
The Commonwealth said where emergency entry may cause many more deaths - for instance, where the attacker has a bomb - police should keep negotiating or intervene later.
The Department of Defence is undertaking a review of counter-terrorism capabilities. Working with the Attorney-General's Department, Defence is also reviewing laws around when it may be called in to assist police operations.
But the Commonwealth appeared to rule out the Australia Defence Forces taking a lead role in managing terrorist incidents.
"The ADF does not and would not become an 'incident manager'," submissions stated.
