Victoria has recorded 429 new cases of coronavirus overnight with the total number of cases now at 11,937.
There has been 13 deaths overnight with eight of those linked to outbreaks in the state's aged care facilities.
Premier Daniel Andrews has announced all non-essential retailers and some construction sites in Melbourne will close under new restrictions, but regional Victoria will avoid the harshest restrictions.
In regional Victoria, abattoirs will be limited to no more than two-thirds of their normal staffing levels. Staff will be kitted out in full PPE and subject to routine testing.
Mr Andrews announced the mass shutdown of businesses in Melbourne would last for six weeks.
He said only residential construction that is already underway will be able to continue as well as construction of critical infrastructure and infrastructure connected to essential services.
Under the new classification, the majority of Melbourne retailers will have to close. Supermarkets, grocery stores, service stations, pharmacies and post officers are among the exempt businesses.
Special exemption to operate has to be sought from the Victorian chief health officer.
Businesses in Melbourne and Mitchell Shire will be eligible for $10,000 grants, while regional Victorian businesses can apply for $5000 grants.

There have been 77 cases linked to Australian Lamb Company in Colac, with a total of 89 cases in the Colac Otway Shire.
Two COVID-19 tests returned positive on Sunday afternoon in Portland as Victoria entered a State of Disaster.
The Department of Health and Human Services has confirmed one active coronavirus case in Moyne Shire.
There are four more new cases in Greater Bendigo, bringing the local government area's total active cases to 26.
Nine new active cases were recorded in the Macedon Ranges, bringing the total number of active cases in that shire to 28.
Mount Alexander Shire recorded one additional active case. The shire now has four active cases, bringing the total since the outbreak of COVID-19 to 10.
The total number of cases in Greater Bendigo since the pandemic started is 37.
There have been 39 confirmed cases of the virus in the Macedon Ranges since the start of the pandemic.

Portland District Health chief executive Chris Giles said the new cases were from testing undertaken on July 31 and it is not known if they are linked to the existing outbreak.
"I don't have a lot of details about these cases as yet but have been in touch with the Geelong COVID-19 tracing team and they are starting contact tracing," Ms Giles said.
There remains one active case in Warrnambool.
