The old Target store in Winmalee will be demolished and a new shopping centre built, along with a new childcare centre, after a development application was approved by the local planning panel.

A two-storey building for retail (ground floor) and commercial (first floor) will occupy the Target site and its nearby parking spaces at the Shelton Avenue end of Winmalee Village.
At the other end of the site opposite where Leslie St meets White Cross Rd, a new childcare centre for up to 86 children will be built over the parking area near the return and earn recycling machine.
The DA went to a local planning panel after more than 10 objections were received, raising issues including inadequate car parking, loss of trees, noise - both during construction and from the operation of the childcare centre - and whether there was actually a need for further childcare in the area.
At its meeting last month, the panel noted the development would provide additional services and employment at the Winmalee shopping centre and approve its architectural appearance. It also said that, based on population growth predictions of 11 per cent by 2036 in the area, more childcare places would be needed.
The panel approved the DA with a number of conditions, including additional car parking, noise mitigation measures, landscaping requirements and a suitable site to house the relocated return and earn recycling machine.
